AUTHORIZING A PROFESSIONAL STUDY TO BE MADE OF
POLICE DEPARTMENT OPERATIONS FOR LEGISLATIVE AND
ADMINISTRATIVE PURPOSES, DESIGNATING CONSULTANTS
TO MAK'E SUCH STUDY, PROVIDING FOR PAYMENT FOR
SERVICES, AND DECLARING AN EMERGENCY.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF FAIRLAWN:
Section 1.
The Council finds that to maintain and improve the Police
Services of the City, the services of a professional con-
sultant are required to survey the operations of the Police
Department and make recommendations thereon.
Section2.
Eastman Middleton Associates, Inc., of Kent, Ohio, a
corporation providing public management services, is
qualified and willing to furnish the services required
for ~ fee of $6000.00.
Section 3.
The Mayor is authorized to enter into a contract for ser-
vices with Eastman Middleton Associates, Inc., whereunder
said corporation will, inter alia:
~) Analyze the organizstion~ the police department
and develop plans of organization to cope most effectively
with the particular problems of Fsirlawn, to provide maxi-
mum utilization of facilities, and to establish clear
patterns of authority and responsibility for line, staff,
and auxiliary functions.
b) Analyze present personnel practices with respect to
recruitment, training, probation, promotion, discipline, condi-
tions of service,, hours of work, overtime, and vacation
and other leaves, end formulate a detailed program of
improvement in personnel policies and practices.
c) Develop recommendations for improvement of patrol,
criminal investigation, traffic, and other police
services and operations.
d) Develop recommendations for police records and
communications which will provide effective control over
operations and permit analyses of police incidents and
causes of law violations.
e) Make a supplemental review and report one year
following completion of original report.
All services (except those in item e), above, are to be
rendered and report presented to the Council and the
Mayor within 90 days after contract is :signed, which shall
be on or before February 28, 1972.
The contract shell provide for payment as follows:
$2000.00 at the end of the first calendar month in which
work begins, $1000.00 at the end of each of the next two
calendar months, and the balance within 30 days after
report is submitted.

Section 4.
Payment of consultant' s compensation shall be from
funds already appropriated by 0rd~ance No. ~972-39
in the B-4 account.
Section 5.
This ordinance is hereby declared to be an emergency
measure necessary to the public peace and safety of
the City and its inha.bitants for the reason that un-
less the selected consultants can promptly begin their
work, their necessary services will be una.vailable for
an indefinite and unreasonably extended period of
time, and it shall therefore be in ~ force and
effect from and after its enactment.
