ESTABLISHING PERSONNEL QUALIFICATIONS AND METHODS OF THE SELECTION
OF SUPERVISORY EMPLOYEES IN THE POLICE DEPARTMENT.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF FAiRLAWN:
Section 1: As used in this Ordinance the terms "supervisory employee" and
"supervisory position" shall mean any police officer above the
rank of patrolman and below the rank of Chief.
Section 2: No person shall be employed for or promoted to a supervisory
position except by the procedures established by this Ordinance.
No person shall be employed for or promoted to a supervisory
position unless he has met the standards of qualification
established by this Ordinance.
Section 3: The standards of qualification for employment or promotion to a
upervisory position shall be:
A. The qualifications established in Section 3 o~ Ordinance 1972-95,
excluding the maximum age provision in Section 3-C, thereof.
B. Satisfactory completion of twenty (20) hours of advance
specialized training by approved professional associations
or 24 college credit hours in law enforcement study. Advance
specialized training is beyond the minimum base training hours
for police officers required by the Ohio Peace Officers Train-
ing Council.
C. The passing of written examinations specified in Section 4-C
of this Ordinance.
D. A recommendation of a Committee selected as provided in Section
6d of Ordinance 1972-95, based upon interview scores determined
according to Table 1 therein set out, with the following additions:

Section 4: The procedures for employment for or promotion to a supervisory
position shall be:
A. Notice of employment opportunity shall be as provided in Section 2
of Ordinance 1972-95.
B. The'procedures prescribed by Section 4 or Ordinance 1972-95.
C. Within 15 days after closing of the application period, examin-
ations shall be scheduled for those qualifying under the
preceding subparagraph B of this Section 4. Such examinations
shall be in writing and administered by a qualified examiner or
examiners selected by the Director of Public Safety. Such
examinations shall be designed to test the applicant for
intelligence, psychological fitness, and aptitutde as indicated
in Section 5 of Ordinance 1972-95, and for fulfillment of any
special requirements established for the position by the Safety
Director and the Safety Committee of the Council.

D. Selection of the top three tested candidates shall be made by
the Committee specified in Section 3-D of this ordinance, and
forwarded to the Director of Public Safety with a specific
recommendation for employment. Upon approval by the Safety
Committee of the procedures employed to ~elect the candidates,
appointment shall be made by the Director of Public Safety.
Section 5: For good cause shown, the Council upon request of the Director of
Public Safety and recommendation of the Safety Committee may waive
one or more of the procedures or qualifications established in this
ordinance; provided however that any applicant who believes himself
to be aggrieved by any such waiver shall be heard by the Safety
Committee and promptly after such hearing the said Committee shall
sustain or deny such grievance. There shall be no appeal from the
finding or decision of the Committee on such grievance.
Section 6: Any appointment or promotion to a supervisory position shall be
conditional upon satisfactory performance, of the duties of such
position for a minimum period of six (6) months from the date of
employment or promotion and thereafter for not more than three (3)
additional months until the Committee referred to in Section 3-D
of this Ordinance shall certify to the Safety Director such
satisfactory performance of duties.
Section 7: Completion of all procedures prescribed by this Ordinance shall
not preclude the right of the Safety Director, after consultation
with the Safety Committee, to leave said position unfilled and
order retesting, if in his review, he determines that no candidate
has demonstrated a capacity for the position.
Section 8: This Ordinance shall be in full force and effect from and after
thirty days after its enactment.
