Section 2- The Finance Director is authorized to draw his warrants
for payments from each of the foregoing appropriations upon presenta-
tion of proper vouchers approved by the officer authorized to approve
the same, or on ordinance or resolution of Council; provided that no
warrants shall be drawn or paid for salaries or wages except to persons
employed by authority of law.
Section ~. That it is hereby found and determined that this
complies with Section 121.22, O.R.C. regarding notification
and all deliberations of this council pertaining hereto have
ducted in accordance therewith.

Section ~- This ordinance is declared to be an emergency measure
necessary to the health, safety and welfare of the City-of Fairlawn
for the reason that it is necessary to preserve the good credit of
the City and enable it lawfully and promptly to meet its oSligations
and therefore it shall be in full force and effect from and after its
enactment.
