ITEM 6: REPORT OX' CITY OFFICIALS AND BOARDS MAYOR'S REPORT. MAYOR SHARIISKY Mayor Sharnsky: Good evening, Madam President, members of Council, and those in the audience this evening. I have a couple things to report on. Fairlawn just received from the State Tax Commissioner approval of the Rosemont Page I of 13 Fairlawn City Council May 1,2023 APPROVEDAS SUBMITTED Development PUD from Rosemont. The TIF, or Tax Increment Financing, revenue distribution should begin in September and the funds will be used for the construction of the Preserve. So, that's good news. I was able to meet with the third graders today to talk about local government on a third grade-level. I had some interesting questions including do I have a personal chef at City Hall. It was quite an interesting day, but the third graders will be here to tour City Hall on Thursday, and it'll comprise of touring City Hall, the Police Department, and the Fire Department as well. Lastly, the Board of Audit this evening approved the resurfacing of Cleveland-Massillon Road. We had two bidders on the project. Karvo Companies and Chagrin Valley Paving. Karvo Companies was the lowest bidder at $998,000.00 and the engineer's estimate was $1,052,685.96. The company that won the bid we've used before. The quote was under the Engineer's estimate, so we're hoping to get that work done this summer. That's all. Out of Engineering, just a couple of things. The Brunsdorph wetland project will open on May 9ft. It's a long-awaited project to take care of some stormwater in Ridgewood lakes. You'll see our miscellaneous repair company doing some work at Smith and Market over the next two weeks building a pad for the eventual message sign that will go in place. DEPARTMENT OF PUBLIC SERVICE. ERNEST STATEN Mr. Staten: Out of Service, we did just conduct the punch list for Cleveland-Massillon Road widening project, so we have the three-year maintenance bond on that project. Every year we go through and do a punch list of items that need to be addressed by the contractor. This year in particular will be a lot of landscape items that need to be addressed. The Croghan Park shelter just came down. We still don't have lights or the tornado siren operational. Ohio Edison will be there tomorrow morning to inspect and then connect the electric, and then all of that will start to become operational over the next couple ofdays. My name is Katie Lancianese and I'm with this development, the Reserve at Rosemont with Gables Management Company located here in Fairlawn. We have worked closely with the City of Fairlawn and are proposing 59 single-family lots to be developed at the location where the old Counfry Club was which was part of the Rosemont Country Club and Golf Course. This plan has gone through many integrations and was approved originally with the overall PUD that was for the entire Rosemont site, and then we reapproached with a new plan. Originally, there were townhomes suggested for this area, and we proposed all single-family. There will be one entry point in from Rosemont Boulevard. There will be an emergency access only that goes to Rothrock Road. Otherwise, it's not for any through traffic. We're looking to have Drees Homes who is under a lot purchase agreement with us and once it is developed in one phase, they will come in and purchase lots and plan on building there throughout the life ofthe project. I'm happy to take any questions. Mrs. Potts: I have a question. Where they're building, are they building from east to west or west to east? Ms. Lancianese: They'll be doing a model home near the entryway, but because it's not phased they'll be able to build anywhere within the development. Just to that point, all heavy construction vehicles for the development work for the horizontal development work will come offof Rothrock Road to minimize traffic on Rosemont Boulevard. Construction traffic for the homes themselves will come in off of Rosemont Boulevard because we'll have closed that entrance atthatpoint in time. Mr. Gentile: How long do you expect this whole phase of the project to take? Ms. Lancianese: Great question. Absolutely market based, but they are looking to take down a minimum of 18 homes ayear, or 18 lots ayear. We're looking at probably about three years. Mr. Brillhart: Are there any people from the public who wish to be heard on this? Please come forward and state your name and address. Mr. Eshleman: Craig Eshleman. 3800 Rosemont. I'm in the condos next to Rothrock. I thought last year... I thought you had a plot plan last year that showed you had an enffance for homes on the one end and then the townhouses were going to be on the Rothrock exit so the traffic wouldn't be so bad coming on Rosemontl Wasn't there a plan like that set up before when they first announced it? Mr. Arnold: I can address that. Last summer, Ms. Lancianese, and her group approached the Planning Commission to change the original plan, the PUD, that you're referring to that had 98 townhomes entering offof Rothrock, and then 25 homis entering off of Rosemont Boulevard. The market shifted and they felt that 59 single- family homes would be a better use. That is what they have proposed to the Planning Commission. That was approved, so they revised the PUD. What you're refening to was the initial PUD and then that was amended last summer so the 98 townhomes were scrapped and now it is a 59 unit single-family home subdivision. Mr. Eshleman: So, where the 25 homes were off of where the entrance is off of Rosemont that was 25 has changed to 59? Mr. Arnold: Correct. Mr. Eshleman: And no more of the 100 townhomes or whatever it is? Mr. Arnold: The 100 townhomes...If you look up at the screen, right around here was the line or demarcation where this side was going to be the 100. It'll just be one entrance here off Rosemont. We did have our traffic engineer look at that. The impact of adding another 20 some houses onto Rosemont was minimal, so that's how we proceeded. Mr. Eshleman: But you're up to 60 houses now, though. Not 20. 59, I think. Mr. Arnold: There were originally 25, so now there are 59. The additional, what, 24 or 29 houses. . . Mr. Eshleman: Okay, so the additional you're saying wasn't... , Mr. Arnold: Yes, the additional is what our traJfic engineer looked atthat and the impact was minimal. Mr. Eshleman: Okay. Thanks. Mr. Brillhart: Anyone else who would like to speak on this Ordinance? [There was no response.] Any comments or questions from the Mayor? Mayor Sharnslqy: No. Ms. Lancianese has been great to work with. She has followed all the requirements for the PUD. She's worked great with our Service Department to make sure everything that the City requires is put in place. I think this eliminates the 98 townhomes, and I think this is a great use for the property. I think it'll have less impact on this area than the almost 100 townhomes that were originally slated for this area. If Council would look favorably on this,I would support it. Remind me of something. On the back side there where we're joining the south side, I guess you'd say behind the homes, is there going to be a fence put down all through there? Ms. Lancianese: Currently, we don't have plans for a fence there, but we always build a buffer between existing properties. We can do that with mounding, trees, and potentially some fencing in there. Mr. Eshleman: I just wanted to ask. Thanks. Mayor Sharnsky: I believe there are some existing pines there already that are on the Enclave's property, if I'm not mistaken. Mr. Staten: This grant would extend the trail from Ridgewood Road down to the new widening section on Cleveland- Massillon Road near the roundabout. It would be a ten-foot walking trail just as we have on the widening section. We're asking for $350,000.00 grand total for the project. We believe it's $702,000.00, so it's basically a 50Yo match we're asking for from ODNR. Mrs. Potts: What are the odds that we're going to get it? Mr. Staten: We've done pretty well with the grants along Smith ditch with the oxbows we put in, and I believe you've all met Katherine Holmok. She's helping with this grant also, so we've had good success. Saying that, Fairlawn does have the misfortune of not always getting grants from these sources. We've applied and we've also applied to the federal government for the federal budget, so we're trying multiple sources for the same project. Mrs. Potts: There's no reason to hold this? Mr. Nace: As Council is aware, this is an item that we wind up doing pretty much every year. Our codes are updated. We have the assistance of a company known as American Legal and they incorporate into our code books the changes that we've made to the code over the past year, but also the changes that the State has made to legislation. They try to make sure that we are consistent with the state law, so this is an item that periodically we just have to make sure everything is up to date. This is one where we should go through three readings on it, so we have time to consider it. We can talk about it more at the next Committee of the Whole meeting. While the code sections involved for this Board were changed by Council a few months back, we did make some changes. For example,I guess the major change was increasing the amount of matching funds that were available for these types of projects. Since that time, the Board has met, and they need to update their rules to match the code sections. They also had a suggested change which is probably a good one to clariff that there's a maximum amount of $3,000.00 for all projects for essentially forever so that people can't come back and get $3,000.00 for a flood control project and then $3,000.00 for an electical project. This would clari$r that you're only allowed the one $3,000.00 and that's it. This is an item that there is no hurry on. It's our first reading, so we can take time. This is a resolution recognizing the efforts that our first responders, our EMS in the City of Fairlawn, for what they do on a daily basis. During covid, they were out there, and they still had to respond. I know we're kind of past the covid times, but they're still there all the time. If something happens to me, I'm always glad that I live in Fairlawn because then I know I'll be well taken care of. They're some of the best, and they do a greatjob for the City of Fairlawn and for our residents. Chiefl Chief Dobson: This is nice. Across the nation, they're recognizing paramedics and EMT's. Not just the ones that are in the fire departments, but the ones that are working the ambulance for the private ambulance companies across the nation. Mr. Detorakis: Any comments from Council? Mrs. Potts: If you've ever had to ride in the chariot to the emergency room, you're glad they're there. Mr. Detorakis: If there are no further questions, I'd call the question. The point of business there was that the Summit County Public Health has covid tests if any community members wish to receive those. All you have to do is either go down to the Summit County Public Health Deparhnent on Market or call them and they'll send you one.
