This is a different meeting because we have a new Mayor and we're going to have a new President of Council and Vice President. First order of business due to the retirement of Mayor Roth and the succession of President Sharnsky to the office of Mayor, Fairlawn City Charter requires the remaining members of Council to elect Council President for the balance of the unexpired term. Therefore, I'd like to nominate Mr. Brillhart as temporary chairperson to conduct the election of the City Council President. Do I have a second? ITEM 6: REPORT OF CITY OFFICIALS AITID BOARDS MAYOR'S REPORT. MAYOR SHARNSKY Mayor Sharnsky: Congratulations. Madam President and members of Council, I just wanted to say that I'm honbred to be serving as Mayor of the City of Fairlawn. I'm looking forward to working with you and the members of Council just in a different capacity now. The only thing I have to report on is I've been busy the past few days getting settled in. There are a lot of things happening, and I've been very busy meeting with the Department Heads and getting settled into my new position. Page2 of12 Fairlawn City Council December 5,2022 APPROVED AS SUBMITTED I also wanted to report on an agreement that was signed with the help of Chief Wisener and the Law Director. We were able to come to an agreement with the Copley-Fairlawn schools to place a resource officer in Fort Island school. I think it's a very positive thing. I think it's a positive for the City, and I think it's a positive for the schools as well. We're going to continue to work, as we've discussed with Council in the past, to work on a resource officer to be placed at Herberich as well. Other than commenting on legislation as needed, that's all I have to report this evening. Thank you. [There was no response.] BUILDING AND ZONING DEPARTMENT. WILLIAM ARNOLI) Mr. Arnold: Thank you, Madam President and members of Council. Just one item. There is a Planning Commission meeting this Thursday at 5:30 PM in this room. There are three items on the agenda. That concludes my report. Mrs. Potts: Thank you. Comments from Council? [There was no response.] DEPARTMENT OF ENGINEERING. GEARY VISCA Mr. Visca: Good evening, Madam President and members of Council. Kenmore has moved all of their equipment onto the site and started work on replacing the manhole. Today, they were doing setup for the bypass pumping. That's still continuing. That concludes my report. Mrs. Potts: Thank you. Does Council have any comments? fThere was no response.] Ernie, would you like to explain to the audience about this fabulous manhole we've got going on? Mr. Staten: On Sand Run Parkway, that's the main sewer that exits out of Fairlawn into Akron. This past summer, we had a collapse of the liner inside the manhole, which could create big issues for the City of Fairlawn. As an emergency, we went out to get a manhole built and now we are finally able to install it. You would think you could build something fairly quickly, but it did take about four months to get it built. We're now finally getting it installed and just to couple on Mr.-Visca's comments, we also have two detours going on. We have the detour of Sand Run Parkway from Revere to Sand Run Road through the park. That really isn't a big inconvenience, but now we need an additional detour from Marquette to Sand Run, or to Revere Road. That's so that we can set the pump in the correct location because in order to replace a manhole, we have to pump the sewage from one sewer to another so that there's nothing running through Page 3 of 12 Fairlawn City Council December 5,2022 APPROVED AS SUBMITTED the manhole. So, that's where the pump will be placed. We have that detour, and it is going through the neighborhood, but it seems like everything ran pretty smoothly this morning. Mrs. Potts: Thank you. ERNEST STATEN Mr. Staten: In Service, the only thing that I have is we do still have quite a few leaves out at the curb that are not in bags. Those need to be taken care of as soon as possible because of snow plowing. We do accept the leaf bags at the compactor, so it's still open for everyone to bring everything up. Of course, because of snow plowing, we don't want to block driveways with the big leaf piles. That concludes Service. Mrs. Potts: Thank you. Anybody on Council have any questions? Mr. Gentile: Yes, I have one. Ernie, is there anything being done,I guess this goes to you and Bill both, anything being done to notiff those homeowners that have large leaves to get them cleaned up? Are we doing anything? Mr. Staten: Last week we sent letters to everyone that we saw that had these piles out at the road. In particular, there is a location in this detour that is the reason why I wanted to make sure that it was brought up. It could become a problem once winter hits. Mr. Gentile: I understand. Two quick things on behalf of Finance. Number one, congratulations. You have some shoes to fill, but please don't wear those brown brogues. The second thing is congratulations to our new Mayor. He also has some shoes to fill and as long as they don't have Buffalo Bills on them, we would appreciate that. Mr. Gentile: Excuse me? Just because the Mayor has left, doesn't mean there's not a Bills fan on this Council. Mr. Ludwig: Well, I'll rank you the same way I ranked the Mayor with his Bills fans and remind you of four events in the Bills' past that have yet to be undone. Mr. Gentile: I will clearly remind you that I would ask when was the last time the Cleveland Browns made it to a Superbowl. Mr. Ludwig: There was no Superbowl the last time they won. It was 1964 and I had the privilege of watching the game. Mr. Gentile: The Buffalo Bills won championships back in the AFC as well, so let's erase the slate and talk about Superbowls. We passed our levy, and now we're accepting bids for architects because *e 1nit with lawyers.
